Generally speaking, there are five types of planning documents.
PROJECT PLANS outline tasks, deliverables, and deadlines for completing a specific project.
ACTIONS PLANS list a series of activities, tasks, or steps designed to achieve a specific objective.
STRATEGIC PLANS details the overall direction and expected outcomes required to achieve an organization's mission over a 3-5 year period. Strategic plans may include a tactical plan, which are the short term activities required for implementing the strategic plan.
BUSINESS PLANS often encompass elements of the plan types listed above in that the plan is an outline of a company's expected course of action for a specified period of time. The plan will include an analysis of your products or services, the market you intend to serve, and the industry you have entered. Business plans also address management policies, organizational capacity, marketing strategies, and financial direction.
Planning is not an isolated process to be undertaken by a consultant. It is an interactive process that requires participation from various sets of stakeholders, the establishment of a mutual knowledge base, and consensus on what should be done with regard to what has been learned. The planning consultant is a process facilitator, fact checker/ researcher, writer/recorder, and project manager.

Define the purpose or mission
Identify internal and external system forces that affect the project
Establish goals
Establish strategies to reach plan goals
Establish measurable objectives indicative of plan goals being met or not
Assign time frames and accountability for meeting objectives
Prepare a written plan document and a method for communicating the plan
